Overview
During Call Ctrl startup the following error is displayed:
The error '403 Forbidden' was received from SPA-STATUS and will prevent Call Ctrl from functioning properly. Please enable Debugging and restart Call Ctrl to diagnose the problem.
When the SPA phone is configured in an unsupported manner or mis-configured the following symtoms may be present:
- Orange Ext light on phone
They should all be Green. If they are Orange there was a problem with the Ext. Further review will be required to determine the cause of the Orange Ext light.
- Ext FailedAuthenticate Registration State
Using the SPA IP Phone web admin under the Info tab check the Ext 1 – Ext n (n = number of lines) to ensure each extension’s Registration State is Registered (Not Registered if the extension is a duplicate).

Primary extensions registered, but there are some that are not and have FailedAuthenticate Registration State. Note Ext 2 Status is Not Registered. This is not a problem since this extension is in essense Ext 1 duplicate. The phone will continue to function but Ext 3, 4 and 5 will not.
Background
When a phone is configured with a single Ext the SPA9000 will automatically configure the phone to use this password during the phone registration with the SPA9000. If the phone has multiple Ext only the primary Ext will be configured automatically. For example, if your phone uses Ext 200 on lines 1 / 2 and also uses Ext 300 on lines 3 / 4. Lines 3 / 4 will have to be manually configured to use the Phone Ext Password. To configure the Ext the SPA9000/SIP/PBX Phone Parameters/Phone Ext Password must be set on the phone’s Ext n(n=number of lines)/Subscriber Information/Password.
During the Settings Wizard, Call Ctrl retrieves the SIP/PBX Phone Parameters/Phone Ext Password from the SPA9000 configuration. This password is then used when Call Ctrl performs a SIP REGISTER to the SPA9000. This setting can be changed using the SPA9000 web admin pages. Whenever the Phone Ext Password is changed the phones and Call Ctrl also need to be updated. In Call Ctrl it is best to rerun the Settings Wizard to ensure all passwords are properly configured. This password can also be changed in the Settings/SIP Settings/Password.
Resolution
The following lists the possible resolutions to the 403 Forbidden error message.
-
If Ext lights are Orange, properly set the Phone Ext Password on the phone and reboot the SPA9000/Phone. After doing this and the light is still Orange there may be other problems that require further attention and outside the scope of this issue and Call Ctrl.
-
Delete the user.config file that holds all Call Ctrl settings and passwords. The file can be deleted by deleting the following directory by entering Start/Run:
-
Vista or Windows 7
C:\Users\ <<USERNAME>> \ AppData\Local\CTRL_IT_Inc\
Variables can be used: %USERPROFILE%\AppData\Local\CTRL_IT_Inc\
-
XP
C:\Documents and Settings\ <<USERNAME>> \Local Settings\Application Data\CTRL_IT_Inc
Variables can be used: %USERPROFILE\Local Settings\Application Data\CTRL_IT_Inc
-
Ensure all Ext lights on the phone are green and the Ext Status is Registered/Not Registered(when the Ext is a duplicate). Run the Settings Wizard to ensure all passwords are correctly configured and restart Call Ctrl.
-
If you have configured one of the Ext on your phone to use another PBX/Service Provider there may be issues. We have not tested this specific issue and is most likely out of our control as to whether is it possible to have Call Ctrl control a phone where all Ext are not fully utilized under the SPA9000.
